Illicit Connections and Improper Disposal
Illicit Discharge is any unlawful disposal, placement, emptying, dumping, spillage, leakage, pumping, pouring, emission, or other discharge of any substance other than "storm water" into a storm water conveyance, the waters of the state, or upon the land in such proximity to the same, such that the substance is likely to reach a storm water conveyance of the waters of the state.
Illicit Connection is any unlawful connection which allows the discharge of non-storm water to the storm water drainage system or waters of the state.
The following discharges will be allowed within the Town of Winterville:

- Footing Drains
- Lawn Watering
- Residential Car Washing
- Flows From Riparian Habitats and Wetlands
- Dechlorinated Swimming Pool Discharges
- Street Wash Water
- Flows From Emergency Fire Fighting
